I would say it's the other way around. For all my products I first started building a brand (albeit passively by just posting blogs and on social media) and only after noticing interest/visitors/following/requests/emails/dm's I started thinking about making products (mostly books, but I also offered services in the past) I could sell to this audience and other interested people.
I would find it really hard to first build and then later working on the branding.

It sure does does help getting a feeling of what others think of it. And it totally makes sense in the starting phase of a product.
Having been an influencer myself in the somewhat early days of Instagram (2014-2018) I would prefer option 1. I'm also curious why you would think the commission is too high.
Are there no cases where you might yourself be interested in a topic and browse for books? Or read something and want to learn more about the topic or from the author? Only recommended by others?
Had to think about it, but no. I think the reason is that I'm not a reader just yet. I'm trying to build this habit. So if I buy a book, then it had to cross my way a couple of times before. For all the info that I'm interested in, I usually use Google and YouTube to get insights into the topic.
