fixed the wrong numbers showing in the dashboard after adding a new proxy for HA from the victoriadb #outboundgateway. The HA now runs with two servers in separate regions, the other region adds about 30 milliseconds, so it's nothing biggy.

fixing up the total user requests in the dashboard, since I added a second proxy #outboundgateway

add true HA on #outboundgateway so now if one proxy fails it switches to another one, thou the clients will need to reconnect if there's an problem with proxy 1 but that's standard behaviour
