several #concord refactors later and I added tests to existing rules to find some bugs

Release new API in production for rules synchronization. We got a 2min downtime because Sequelize didn't create some indexes correctly, so all SQL queries from the API were failing #jomo

✈️ fixed a few #concord bugs and added a new issue for auto-applying email rules

Fix a ton of SQL errors caused by Claude hallucinating shit (I should have just written the code myself) and get all of the backend APIs for rule edits working and tested - now to make the bot honor the database rules instead of the config file rules (prev behavior) #watchdog !private
