disable Stripe webhook #nomads because it uses post-checkout user account creation anyway, replace this soon with new webhook script from Photo AI for subscriptions

add Billing link to #nomads like Photo AI

rename .top-bar #nomads to .header to fit with Photo AI and Interior AI set up

clean up #nomads code and esp userApi.php and strip out more than half of API functions that we don't use anymore
