Pricing pro features for a CV creator.. People likely arent creating a new CV every month, so would a one-time fee be better than recurring?

Definitely a one-time fee. Don't see it any other way.

Go with 2 plans:
1) One-time fee
2) Lifetime fee (slightly higher, people would want to just opt for this, rather than one-time)
