Whimsical is a cool one that I recommend, been using it for years

I mostly use Graphviz (graphviz.org), but it depends on exactly what you're trying to do!

I like FigJam (www.figma.com/figjam/)

OmniGraffle (www.omnigroup.com/omnigraffle) is great if you're on MacOS.
