What's the best cost effective platform to send broadcasted emails via API?

I use EmailOctopus and I'm happy but it doesn't let you create emails via API (Broadcast) so I'd need to migrate

I don't dare to use Amazon SES (too many things to set up and potential deliverability issues)

I heard good things about Resend but with 16k+ subscribers it's $180 per month, I find it too expensive considering I don't monetize it directly
