A different option might be to start with a base HTML template from ThemeForest (they have amazing designs) and then hire a dev to tweak it. Those templates are < $20 for a robust UI/html kit: https://themeforest.net/category/site-templates

Personal project for a proof-of-concept web app that I'm considering launching. It's a one-page output of a feed of user-generated posts/updates. Depending on rate, I'd have budget for 8-10 hours. (I used to manage a digital agency, so I'm well versed in working with designers and developers.)
