I built www.speckbit.com where you can curate the best content around topics. There's interesting content around a lot of important things. Not exclusively explainer videos though.

Heroku is great, hands-down. When you're in the MVP stage, speed is what matters and Heroku doesn't get in your way one bit. Been using Heroku for all my development and production apps.
Python + tkinter would be small and simple, except I'm not sure if you'll be able to do everything you need.
