Completed a major overhaul of Watchdog's punishment enforcement logic. Now punishments are defined in their own handler objects and can be mixed/matched, and ordered by priority to avoid errors (i.e. avoid "send alert reply" to a deleted message which would error) #watchdog

Updated the Telegram commands for Watchdog to be prefixed with watchdog_* just now because groups with multiple bots often have conflicting command names, and other bot devs don't always check for the right target before accepting a command #watchdog

Watchdog now sends an alert to the group for rule violations in addition to DMing group admins. This group alert self-destructs after 10 mins to avoid polluting the group chat with too many moderation messages. Thanks @jasonleowsg for the suggestion! #watchdog
