fix timezone slugs use -minus- and -plus- instead of + and - in slug because everything gets turned into a dash - by makeUrlSlug()

fix search for timezones in search filters box will give random order because it tries to order by matching score to query, hotfix so it stays in TZ order like -12, -11, -10 etc.
