20 testers for new Google Playstore accounts - can you help?

Any advice on how to set up the publication of my 1st app on Google Playstore? I have no existing google developer account. There is this new rule of 20 testers in 2 weeks..

There are reddit groups for it, half-shady services, and so on, I know. Any real experience would be appreciated.

Maybe we could collect testers here, and test each others apps!

Would like to launch today, reddit takes a week or so until I can post..
