check in activity.db events log how many times IP has visited in the last 7 days, and if that's bigger then the JS cookie visit count, override it, so that free users who keep visiting get pushed to become member even if they incognito or reset cookies

build processSlackEventsApiQueue.php which reads the /cache/slack_events_api_queue.txt with queued event requests and processes them every 10 seconds by cron, because Slack wants the server to reply within 3 seconds with 200 OK otherwise it disabled the Slack Events API calls
