Yes, it's VAT. In Europe, prices are expected to include all taxes.

Tiers 10 has a customer-facing value in the USA at $9.99.
That Tiers 10 is sold €10.99 across Europe, which at today's rate is worth about $13.
Your proceeds respectively are $7.00 and €6.32 (~$7.7), which shows that the US price does not include taxes ($7 = $9.9970%) while the EU price does ($6.32 ~= 10.9970%/1,21). 70% because of the AS cut, and 1,21 assuming the VAT rate is 21% (rate in Ireland).
