You might want to consider the Airton brand, which offers affordable air conditioners. They hold a patent on a mechanism that eliminates the need for professional commissioning (they call their solution "ready clim"), which is usually mandatory:

Their prices start well below €1,000, though you’ll still need to install it like any other air conditioner. I haven’t personally used Airton products, but I’ve heard positive feedback from others.

Regarding installation, I recently installed an air conditioner from another brand myself (without commissioning, which isn’t necessary for Airton units). If you’re somewhat handy, the process isn’t too difficult. You’ll need some basic tools and supplies, such as an electrical cable, wire stripper, screwdriver, and cable ducts.
