discuss with immigration lawyer if applicants can give #rebase permission to act in their name to request a lawyer, because lawyers are not legally allowed to advertise their services, so applicant HAS to request their services first which requires an email, but maybe we can send that email in name of the applicant if it’s legally OK, this would remove an entire (slow) step of the process
