Survey queue improvements - cleaner failure reasons and smarter retries (fix/queue-failed-reasons-and-suppressed): reworked the queue so surveys that can't be sent for a real reason (contact suppressed, opted out, bounced, undeliverable, or the contact/campaign was deleted) are now shown as clear "skipped" statuses with tooltips explaining why, instead of being lumped in as generic failures. #retently
